Ok, I've been living here for a few years and - yes! - there are dogs and cars and bikes, but let's be positive! What do you expect from a nation that popped up economically from nowhere!? One thing is clear: roads are not the place for runners, so if you're coming to Taichung, your best bet is finding a school track to run at (all schools have tracks, and all are welcome to use them! - morning and late at night). Personally, I like running at Taichung's Chung Hsieng University. There are lots of trees and a small lake with lots of greenery. Actually a very peaceful place, especially in the early morning and evening! "It ain't no Central Park" but it's worth waking up for!
