The safest place to run in Cozumel is in the main part of town (San Miguel), on the west sidewalk next to the ocean. The sidewalk runs south to just before the cruise ship dock. Running on the roads is not a really good idea. There is no shoulder, and between aggressive taxi drivers and clueless tourists, you won't be very safe. Don't even think of running the roads at night.
