Outside of Rangoon (Yangon) the temple studded plains of Pagan (Bagan) would be good running territory although the farmers on their bullock carts would think you're crazy. And it gets very, very hot in the hot season. Mandalay is getting smoggy and over-run by cars but running the outside walls of the Mandalay Palace - a square, each side a good mile long - would be a good circuit. And you could rung up the steps of Mandalay Hill to finish off.
