Makomanai Park, site of the 1972 Winter Olympics Stadium. The park has lots of paved paths. In the winter the Hokkaido Marathon Club organizes indoor runs that can be crowded, but really fun (it's great to be able to run in shorts and singlet at least once in the winter). Race entries close as much as two to three months in advance of the event. If you are in the area for only a week or two, you probably cannot get an entry in a race no matter who you know or who you think you know.
