A view from a visitor: I stayed at the China World Hotel in the heart of Beijing. The surrounding streets are more runnable than I had imagined in China. Since they are generally in a grid, it is easy to find your way back to the hotel. I ran in the middle of the day, and found the bike paths to be accepted and useful. However, even the footpaths were not too bad. I was running about a 7-8 minutes/mile pace comfortably (not at all what I expected). I ran down to Tiananmen Square one day, but it was a little crowded. Looks like a reasonable place to run though in the early morning (as suggested elsewhere on this site). The highlight of my trip however was a run on the Great Wall - a must for all runners. I took a taxi to the "Badaling Section" of the Wall, a little over an hour outside of town. On a Sunday afternoon, there was virtually nobody there, and there is plenty of room to run. Be warned however, it is a very tough run! A few locals sell bottled water along the route, which might prove useful.
