Run along "the Creek" in mid-town Dubai, and follow it all the way to the Persian (or Arabian) Gulf. You'll find a nice boardwalk and lots of other runners or walkers. It is best to run very early in the morning. Past 7 am there's a lot of traffic and the weather gets hot.
