The large cities of Uzbekistan are quite industrial and polluted (bus fumes, etc.) and if I wanted to run while in Uzbekistan I would prefer the smaller cities. Khiva, in particular, has an old center that is vehicle-free and attractive and would make a nice place to run (or walk) in. Be prepared for lots of stares, and have fun!
