Running in Bucharest can be done, even in January, if you take precautions. I have run along the city streets and two parks so far. People look at you funny, but who cares? Pacul National is a decent sized park with a small lake that has paths around it. Parcul Titan is a large park with many paths/trails and bigger lake inside, and a good wide sidewalk around the park perimeter. Precautions: running at night is difficult, especially in winter due to the ice and poor condition of the pavement: you must go slow; learn the city so you can run on sidestreets to avoid traffic exposure; also, you must be cautious when crossing streets; dogs have not been a problem for me on my three runs so far (they are all over, and they bark at you sometimes, but they always seem to back off).
