Unfortunately the Republic of Chad in general and its capital city of N'Djamena is not a place to safely run, walk or sightsee. In this militarized state, when someone runs, it is for a reason. When running in public you are assured to be detained by the military or get shot. Stay out of public areas unless you are accompanied by a security detail. If you are there for business, most businesses have a "compound" with large fences draped with jagged broken glass along the top. Stay inside of these compounds.
