Kawasaki, located about 20 miles south of Tokyo, offers some exciting flat running through urban streets. Your starting point is the Kawasaki Nikko Hotel. You basically run up and down the streets adjoining the hotel. Be sure to turn right into the carless road just east of the hotel and hit the alleys for speed runs and culture "shocks". Beware that running during rush hour is difficult due to the vast amount of cars.
