Try Komazawa Koen, the sixties olympic site. Purpose built running track, 2 km in length over a fast, interesting course. There is also an outdoor pool and a cycling route, toilets and fountains, also kiosks selling drinks etc. The park, in Meguro-Ku, is situated next to Komazawa University, five minutes from Komazawa Daigaku station on the Shin-Tamagawa Sen. This station is I think about three stops from Shibuya. Plenty of runners, young and old, at all times of the day and route runs alongside walkers route. I used to run about 9.30/10.00 pm (five years ago). Safe park in middle of residential area.
