It is safe to run in the Dominican Republic. It may be damaging to the health however. My biggest impression of Santo Domingo is that none of the cars have any emission controls. The buses have a "biological" catalytic converter. This device consists of a young adult on a motor scooter that rides right behind the tailpipe of the diesel people-movers. The adult breathes in the diesel fumes, filters the exhaust through his lungs, and exhales the cleaner air. These people must be on the goverment payroll.
